It's just a sports expression.  "Penalty to Gryffindor," meaning that 
Gryffindor is awarded something due to the foul against it.  It's an 
odd phrasing, but seemed familiar to me--maybe from soccer, where I 
hear a lot of British announcers.  Or maybe I'm hallucinating and no 
one says this outside of Quidditch.
