My sister is Sept 12, and she's one of the oldest in her class. In my area,
*usually* September bdays are the older kids, though there's always a
precocious child (or parent, lol) who started early and is therefore the
youngest. It wouldn't surprise me at all if Hermione's younger than Harry,
since she's probably got her picture in the dictionary next to "precocious"!
