The name - at least in the American editions - is "Delacour," perhaps 
rendering Fleur's name as "Flower of the Heart."  Fleur has veela-
like hair, and has an unnaturally powerful influence over human 
males; so we have to believe her about her veela grandmuzzer, non?

Perhaps Daddy Lucius didn't want dear Draco going off with that 
traitor Karkaroff, preferring that Draco do what harm he can at 
Hogwarts.
