There's also the question that it's probably hard to pull up *all* of the
information on someone just by name. (Particularly since, given the lack
of electricity, I'm rather doubting the MOM uses computer databases).
That means that to find out if someone were an animagus, you'd have to
check the animagus registry. To check if that same person might be a
werewolf, you'd have to check the werewolf registry. And so on, and so
forth, for lots of different things. That kind of crosschecking is still
painfully timeconsuming with non-linked databases even with computers -
it's a lot more so if you have to physically move objects around, unroll
scrolls, etc.
There probably *are* some central files accessible to a certain number of
people, but even then, it's probably annoying and tedious to check them
(parchment scrolls are not the most efficient method of item storage, and
they stack very poorly, after all) so it may be that while a potential
employer would go to the trouble to check into the background
(particularly given Lupin's need to miss work on a regular schedule) that
others wouldn't think of doing so without some other hint.
And we know from the book that it takes quite a while for anyone to catch
onto that, including some hints that either Malfoy might well never had
access to. (the boggart, f'instance)
