The Ministry might, but it seems that the Hogwarts library doesn't: 
in Chapt. 24-25 of GoF, the Trio has to painstakingly examine one 
book after another in search of a spell that will let Harry breathe 
underwater. There is no mention of any central library database where 
you can submit a query that will direct you to the appropriate 
volume, or even an old-fashioned card catalog. Either the library 
lacks this magical technology, or it is restricted (so the Trio were 
not allowed to use it.
