I think she was just waiting for him to get to her end of the street before
she transfigured. It was probably written like that so McGonagall's
transfiguration seemed more dramatic.

I don't believe it has ever been mentioned who knew what. We know Dumbledore
probably suspected one of James' friends and ordered Hagrid to bring Harry to
Privet Drive. We know Hagrid told Minerva that Dumbledore was coming. She
said "Hagrid said you were coming." (not verbatim, I don't have the first
half of SS as my sister ripped those pages off). McGonagall went to wait
where Hagrid said Dumbledore was coming. Being the smart person she is, she
figured that the Dursleys were of some importance but she didn't know what.
After spending the day waiting at their house and observing them she is
appalled to hear Dumbledore sugggest leaving Harry with them.
