Quirrell can't have been a DE, that is, someone who once stood 
in that circle, which Voldemort says has not met in thirteen years. 
Voldemort says he did not meet Quirrell until four years before 
his reincarnation. Additionally, Hagrid says in PS/SS that Quirrell 
had no first-hand experience with the Dark Arts until he took a 
year off to go around the world. That would hardly be true of any 
wizard, regardless of allegiance, who had been active while 
Voldemort was in power.
