As I understand things, terrorist insurgencies aim to radicalize 
the populace. They want to provoke those in power to take 
drastic action, which will inevitably harm innocent people, who 
will then join the terrorist cause. Terrorists are nihilists: they may 
dream of victory but they don't really care, they just want to bring 
the violence home, to quote a slogan from the radicals of my 
youth.

 Voldemort got the Ministry to authorize the use of The 
Unforgiveables. If things had gone on, I'm sure there would have 
been pressure on the Ministry to use the Dark Arts as well. We 
may see this in the remaining books. As far as  revealing the 
wizarding world to Muggles, I think that is exactly what Voldemort 
wants. He certainly doesn't seem at all concerned about 
maintaining wizarding secrecy.  IMO, his aim is all-out 
Muggle/Wizard war, with the hope of exterminating or enslaving 
every Muggle on earth. Thus his quest for immortality, so that 
wizards can survive without relying on Muggle mates.

Victory may be beyond his grasp but it may not look that way to 
him. I have a feeling guns wouldn't be much use against 
Dementors. Muggles can't see them, but are affected by them. 
And how many bullets does it take to kill an armored giant? Can  
a Parselmouth control dragons? They would be devastating 
weapons. Dumbledore and co. will certainly try to prevent things 
from getting that far, but will they succeed, or will the ultimate 
victory of the Light Side entail massive memory charms? 

If Voldemort can persuade the Dementors to join him then he 
will have a ready-made fortress/headquarters at Azkaban from 
which to launch his attacks, invisible to Muggles and guarded 
from Wizards as well.  How he is to be dislodged from it and 
vanquished I have no idea, though I am pretty sure that Godric's 
sword is going to come in handy.
