Not quite, Tom Riddle was head boy and he was a Slytherin. Although he is (obviously) still VERY relevant to the story. I think Ravenclaw, Hufflepuff and Slytherin would see it as VERY unfair if the head boy/girl was always from Gryffindor. Although it does seem odd to me that anyone would want to pick a head boy/girl from Slytherin, given what we know about how they behave (Flint in the Quidditch, Malfoy Crabbe and Goyle to HRH, etc). Maybe there are other Slytherins (who we just don't know) who aren't actually as bad as the rest of them. Or they fake it so they can get the "bonus" of being head boy/girl. That sort of thing in Muggle schools can help you get into collage, get a job etc so I would be surprised if being a prefect, head boy/girl doesn't give you the same "helping hand" in Wizard Jobs etc.
Although I can defiantly see a head boy/girl being in Ravenclaw or Hufflepuff.
