I happen to agree completely with the acronym. His outward actions
are not supported by obvious motives (except maybe in the crouch
situation, but even there he doesn't express his true motive, it is
speculated by McGonagll). The portrayal of Fudge as a short,
somewhat blustering man is similar to Pettigrew. It is stated in
PS/SS that Fudge pelts Dubledore with owls everymorning, asking for
advice. Pettigrew was somewhat the same way. Always looking for
someone stronger to protect him (aka James, Sirius, Remus), while at
the same them using them to cover his true motive, working for
voldemort. I think it is the same sort of sinereo with Fudge.
Although he is minister, he is feigning freindship with Dumbledore.
This allows Voldemort with a "man on the inside". Also, if Fudge was
working for Voldemort, he would have wanted to arrest Hagrid in CoS
even though he knew that he was innocent. It divert all of the
suspicion, allowing Riddle to destroy muggle-borns and Harry.

The friendship with the malfoys can't be coincidence either. They
are cleared by the council, but despite their record and reputation,
Fudge still befriends them. This would be the same for Avery, the
executioner in PoA. There seems to be a good deal of Death eaters
associated with the ministry and Hogwarts. If Fudge really wanted to
keep Voldemort from gaining power again, he would not have given
these people positions in the ministry.

Fudge is either extremely stupid, or he is evil.

I definately opt for the F.I.E. Fudge Is Evil concept.
