The way I see it is thast maybe they figured he already knew that he 
was a wizard. He's living with his family rather than complete 
strangers. (He would have been better off though.) Remember Hagrid 
was shocked when Harry didn't know at the Hut-on-the-Rock. (I think 
that's what it's called. I forgot & my aunt's borrowed my copy.)

But who would suspect an "old lady"(I think Figgs is under disguise, 
that she's not old at all. But I could be wrong.) Honestly, if the 
little old lady with a whole bunch of cats in my neighborhood turned 
out be a witch, I'd be surprised. She, of all people, would be the 
*very* last one I'd even think about. But hey, it's been said that 
the one you least suspect are always the ones who'll suprise you. 
Hmmmm.....
