Hmmm... you know, you may be right. I just finished re-reading PoA and
then flipped through some of the dementor passages, and there's
certainly enough there to support your theory.

You know, I sort of think that a combination of your two suggestions
are a valid point. The dementors strike me as a particularly mercenary
band of creatures, obsessed by appetite but with enough reason in them
to make them truly dangerous, and abilities that probably make them
completely indifferent to the human condition -- something that, in a
rough way, approximates the average Death Eater (even the notion that
both groups consume life in some way is a link between them.) I
wouldn't put it past them to ally with Voldemort, because they operate
on the basis of what's in it for them. Working for the Ministry gives
them the opportunity to get what they want;  if  Voldemort can give
them the same thing, they'd probably take it.

I don't care who they work for... just don't want to meet one in a
dark alley. Or anywhere else.
