Can Muggles do Magic?

I think most of these objects would work.  We already know from the
ton-tongue toffee incident that potions can effect muggles just as
they would wizards.  So, assuming that Dudley or any other muggle
could actually get his or her hands on the right ingredients (which is
doubtful), I think they'd be able to make a perfectly usable potion. 
In the same way, I think an invisibility cloak would work, since no
effort is needed when using it.  Harry became invisible the first time
he tried his cloak on, even before he was certain what it was, which
to me implies that the magical ability is completely contained within
the cloak.

Brooms, on the other hand, may actually require some magical ability.
 Like wand spells, many first year wizards are unable to make a broom
move, which implies that concentration of magical power is necessary
in this case.  Also, as far as I remember, we have seen no instances
of escapee brooms.  Brooms don't keep flying once their rider
dismounts (mentally picturing wizards chasing runaway brooms, much
like those humorous skiing incidents when you see a single ski sliding
down the mountain). 

So overall, I think magical items that don't require any extra magic
to function would work perfectly well for muggles.
