I don't think so...why make dragon heartstring wands at all, if the 
people using them are bound to go bad? And there's only one 
magical creature that is taboo to kill--the others are gleefully 
powdered and pickled and used in potions class. Besides, I bet 
Lucius would get a real kick out of AK'ing somebody with his 
unicorn hair wand.
