Yes, but does the foul mean the game is not truly ended? QTTA is unclear on this - perhaps it gives the other team a chance to make a foul shot?

Foul: Snitchnip
Applies to: All players but Seeker
Description: Any player other than the seeker touching or catching the 
Golden Snitch

So, no, only a Seeker can catch the Snitch - anyone else comits a foul
