Ever tried to catch one specigfic rat between hundreds of them? OK,
neither have I, but doesn't sound like an easy thing to do. Knowing
that Peter can turn into a rat doesn't make it that much easier to
find. There are several million rats in England, I'm sure. More than
wizards certainly, probably more than humans. Finding a specific rat
between all of them is close to impossible - and Sirius wouldn't
necesarily know were to find the little rat. That's without even
considering leaving the country - once Peter leaves the country (all
assuming he wasn't the traitor, of course), the Potters would've been
safe forever.

And leaving the country is something they could've thought about.
Sirius was thinking of going into hidding himself, and considering
that when he finally scaped he went hidding to an equatorial island
someplace, he doesn't seem to be too oposed to fleeing the country
when the time is right.
