Whether or not Fudge is a Death Eater, how did he get his job??

We know that the MOM contacted the Muggle authorities when Sirius 
escaped from Azkaban, so there is at least occasional communication 
between the MOM and the Muggle uppy ups. Perhaps the Ministry needs 
to keep regular (not flying) cars so that the Minister and Ministry 
employees can get to Muggle places in the regular way ... after all, 
if they apparated or popped in via floo powder they'd probably scare 
the pants off everyone, not to mention having to put memory charms on 
everyone who'd seen them arrive or disappear that way. So cars do 
seem necessary for those occasions.
