But just because we don't know much about Millicent yet, doesn't 
mean she can't be developed in later books!  There's plenty of 
time.  She's already had more screentime than Arabella Figg and Mrs. 
LeStrange, and we expect *them* to be important, don't we?

Millicent is the only available Slytherin girl in Harry's year, 
since Pansy seems to be attached to Draco.  So if Harry was to fall 
for a Slytherin (which would be angsty and conflict-ridden and maybe 
even bangy, with a nicely classical Romeo-and-Juliet vibe), it would 
have to be her.  And it would be a perfect chance for JKR to give us 
a more layered portrayal of Slytherin House, presenting us with a 
non-evil member.  Especially since there were no Bulstrodes in that 
graveyard in GoF, so it seems Millicent does not come from DE stock, 
and therefore has a higher potential for goodness.  It's meant to 
be, I tell you!
