He did not know that Pettigrew was the spy before suggesting him as the 
Secret keeper. He knew that there *was* a spy. The whole group knew that 
there was a spy. They had evidently known that there was a spy for the whole 
year. They didn't know who the spy was. Once Peter betayed the Potters, 
Sirius realized that Peter had been the spy. 

So far, we've been given nothing to believe that he is wrong in jumping to 
this conclusion. But we haven't had it confirmed from Peter, either.   At 
this point in time, Peter *could* have just been "gotten at" and there is 
another ex-spy lurking in the background.
