The letter was sent to Harry, because he's the only wizard there. Again, the Ministry
can't detect who cast a spell, only that one was being cast (that's how the twins could
get around the rule and cast the spells for their Wheezes during holiday). Since Harry
was the only wizard around, the Ministry naturally assumed it was him, so he got the
letter.
If you could adress a letter like in your example, Magical Law Enforcement would be
able to solve every AK-murder case by sending one to "The wizard who cast AK on
[enter name here]" and following the owl.
Also, for all we know you need to be able to see an object you're casting a charm on.
This would rule out the Masons.
