A Third Evans Sister?

My friends and I have been discussing this possibility:  could 
Narcissa Malfoy be the sister of Lily and Petunia?  As far as I know, 
JK Rowling has never made clear Lily's parentage, whether muggle or 
wizarding.  

Remember, Petunia and Narcissa have very similar physical features.  
In SS, Petunia is described as "thin and blonde" with "nearly twice 
the usual amount of neck."  In GoF, Narcissa is described 
similarly: "blonde," "tall," and "slim."  Also, Lily, Petunia, and 
Narcissa are all named after flowers.  

I know that the Evans family has been discussed recently, and I would 
like to hear thoughts and comments from you all!!
