But why does he live in a muggle neighbourhood??  Perhaps his parents 
are magical and muggle as well.  Perhaps the Evans family always 
lived in that section of Surrey and we just don't know that yet?  
Perhaps there's more to the Evans family than we know.  Also, Mrs 
Figg lives in Little Whinging.  Maybe this isn't a strictly Muggle 
Neighbourhood?

What if Mark goes to Hogwarts and gets sorted in Slytherin?  Could 
this be the link that brings all the houses together?

I like this theory.  I think it explains how Petunia seems to know more
about the wizarding world then we would expect.  Question though- doesn't
OOP tell us that Mrs. Figg only lives where she does so that she can keep an
eye on Harry?
