I think so.  And, what may be more of a problem, didn't Fudge 
mention that they'd been monitoring the area around Little Whinning 
to make sure no other wizards lived there?  (And that Mrs. Figg only 
escaped their "radar" because she's a squibb?)  I would think that a 
child who lives close enough for Harry to have known Dudley and his 
gang beat him up would be close enough for the MOM to have monitored 
his parents.  (Maybe they're squibbs too?)  That said, I do agree 
that the mention of "Mark Evans" will probably be important.  It 
would be very cool if he ends up at Hogwarts, and the Slytherin 
angle would be very interesting.  (By the way, not that Harry will 
have remembered, but he does now know his mother's maiden name was 
Evans.  That's what James called her several times in the Penseive 
scene.)
