Given his behavior in Potions Classes during the practicals (where he
is always lurking over their shoulders and critiquing them
negatively) his absence during the OWL Tests only would seem to point
at them not needing to divert their attention to reacting to him and
thus allow them to concentrate on the test. The fact that they
succeed means that he taught them adequately and that it is only his
partisanship towards his own house and his bias that has reduced
their performance levels.
Note: I am only starting on the book this evening so I am responding
to the comment above without knowing of what support there is in the
5th book for their performance.
