Me:
I say Flint, both of those instances happened in the first book, 
happen off screen, perhaps befor JKR thought of the NO Magic letters. 
As is, both mentions of summer magic are used to establish a bit of 
charactor for people we don't see much of (initialy). Hermoine is a 
book worm over-achiver before she finishes two breaths. Lily is a bit 
of a tomboy (frog spawn in her pocket) and Petunia is a stick in the 
mud (as if we didn't know that already).

If the ministry hands out special permissions for magic over the 
summer, how come DD never suggested it, and Fudge never mentioned it, 
even durring the Black scare? Or even more likely, Hermoine?
