Me now - Is this to do with wizarding/non-wizarding families? After 
all, in PS, the wizarding boys all boast about their exploits flying 
on broomsticks, etc, etc. It seems that , from Fudge's and the 
Ministry's POV, the problem is Muggles seeing and being affected by 
the (underage/unlawful) magic - the MoM couldn't give a toss about 
the rest of the wizarding world magicking away, as long as the 
Muggles don't see it? 
This all seems terribly unfair for the non-magic kids - no chance to 
practice in the summer hols. I wonder if the Slytherin graduates had 
some influence in forming some of that legislation? Trying to get an 
extra edge on the Mudbloods, perhaps?
In which case, Hermione's and Lily's families may not be all Muggle - 
presumably if they had, say, a witch grandmother, they could have 
practised magic? Hermione seems to know entirely too much not to have 
had some previous experience in magic, to my mind. Maybe it is Flint, 
though.. only two more books to find out in.
