Krum and Hermione are inteligent enough, and they have people that has lived a 
war. It depends on how much time they had to plan things before summer. If 
several codes are picked, so that use depends on time frame or other detail, 
no one is used for a second time, and you put a spell, you have a quite good 
chance to do it. Letters are not so frequent. Of course, the method of 
encryption would not be only that one, a second and a third could go, or ot,  
on the same letter, and one of them should be based on a simple but effective 
trick:  having the same edition of a chosen book, three numbers mark a word. 

It can be made. I don't know what they are up to, if they are up to something, 
but canon here don't seem to exclude it.
