I don't believe that this is the Dementor speaking. I believe this is 
Harry recalling the graveyard scene from GOF as the wording is 
exactly the same as what Voldemort said to Harry whilst he was 
duelling with him.
In POA Harry heard his parents dying, as this was his worst memory 
however now after the events in the graveyard - I believe that this 
is his worst memory and so he hears Voldemort taunting him when the 
Dementors get too close now.
