I have also wondered about the regulation of underage magic. In GoF
during the QWC, Harry watches 2year-old Kevin doing magic in the
campground. And IIRC, Ron and Neville mention doing magic at home as
youngsters. Is it only once they've reached school-age that magic is
restricted outside school? I have no theories on this, sorry - just
loads of questions.

I think the law refers more to underage witches and wizards from muggle or
half-muggle families, and that it may also involve the attitude of the
parents or guardians. Since the Weasleys and other full-blooded kids grow
up with magic, and have magical parents to supervise them, they are
probablly allowed much more leeway. They can learn to ride brooms before
they get to school, and practice simple charms maybe. Muggle parents may be
asked at the time the letter goes out whether or not they wish their
children to be allowed to practice magic during the school holidays. Maybe
some are like the Dursleys: so freaked out by it that they deny their kids
any magic at home. The Dursleys were apparantly never asked - maybe it was
assumed since they refused the letters that they would not permit magic and
so Harry was placed under the most stringent version of the rules.
Or mayber it's just all about potential witnesses.
