Um, no, I respectfully disagree.  Ron went "wacky" because of some 
curse a DE used on him.  I actually saw a lot more confidence and 
maturity from him in this book than in others.  I didn't notice one 
instance of him being jealous or unappreciative (as he has been 
previously).  He still serves the purpose of being Harry's best 
friend, and I think will still have a useful role to play in the 
future.  I think Ron had a lot on his own plate this time around, but 
he still showed Harry great loyalty and friendship.
