I always wonder with that sort of gate what happens if you walk 
round the back and go through from the wrong side.

Anyway, to be a bit more serious, I don't think we can be sure the 
wizards created the gate.  It is described as ancient: my reaction 
to that is 'So, this is why they built the MOM where it is - they 
built it round this gate', which of course means that in the 
backstory London was originally founded where it is not because of 
the lowest Thames crossing point but because a wizarding settlement 
was active around the gate.  (Americans, remember: something that is 
only a few hundred years or so old wouldn't be called ancient here.)

It is a possibility it has existed since the beginning of the world.
