I believe that Hagrid's reluctance to use magic wasn't that he's not permitted 
to, but that it would show up somehow at the Ministry (just as underage magic 
does) and that would betray his whereabouts to the MoM.  That is, he was 
afraid of being found, not found out.  On an everyday basis, Hagrid has 
apparently missed the boat for wizard training and is stuck with the attenuated 
magic that he's been practicing all along.
