I agree that Lockhart turned out (in retrospect) to be a bad choice 
(IOW: He was incompetent) but the question is "Did Dumbledore know he 
was a fraud?" BEFORE offering him the position?

Note that out of the first 4, only Lockhart turned out to be a bad 
choice from a teaching viewpoint. The other 3 were competent teachers 
but left for reasons other than their teaching ability (one due to 
being possessed by LV, one due to bigotry, and one due to being a DE 
in disguise [A major reason why Evil Eye did not take on the job in 
Book 5 is that he was more urgently needed as a Full Time Order 
Member]).

IOW: The retention issue is separate from their competently - All 
were just unavailable for a 2nd year.
