The explanation I gave to myself is: The dementors feed on people's 
emotions and suck all the happiness out of them. Maybe those Death 
Eaters don't have so many emotions and not so much happiness to suck 
out in the first place?
Or else: Sirius said in PoA that, apart from turning into a dog, it 
also helped him to concentrate on the fact that he was innocent 
because that was not a happy thought and the dementors therefore could 
not take it away from him. Maybe the Death Eaters have their own "not 
happy" thoughts to focus on, like their hatred and anger, and keeping 
to these thoughts sustained them.
