I have long been under the impression that the person finding they
can do magic in real life is one Vernon Dursley.
There ae a few things that lead me to this conclusion.
1.) There seems to be some un-necessary stress on (Hagrid,
paraphrased) "and who's gonna stop me, a great muggle like you?" in
SS.
In CoS we find Hagrid saying (paraphrase) "they may kick me out and
force me to live as a muggle".
While they are generally unrelated, it stands to reason that if
Hagrid is genuinely fearing "being made to live as a muggle" (good
luck Hagrid), that it IS possible for that person to have their
memory repressed.
2.) By far the more credible of the rationalizations is in SS where
Hagrid and Vernon are facing off (Hagrid telling Harry for the first
time he is a wizard) at one point where Vernon is feeling especially
scared he "mutters something like mimblewimble".
Now, in the Harry Potter first video game, "mimblewimble" is a spell
used to disrupt the very next spell. The next spell in SS??? Hagrid
gives Dudley a pigs tail. However he (paraphrase) "meant to turn him
into a whole pig".
There is more to Vernon than we know. While OOTP shows the Howler
from Dumbledore addressed to Petunia, it could easily
pertain "remember my last" to something to do with Vernon. Despite
her horribleness to Harry, she does love Vernon. Its possible she
does not wish him to be the same sort of freak that her sister was.
