IMO it is more likely to be Petunia.  There was another post 
suggesting Petunia might be a squib, which would explain some 
things.  Vernon had no idea what dementors are (p31, US ed.), but 
Petunia did.  She was upset with herself when she realized she had 
spoken out, and tried to cover it up by saying she had heard James 
tell Lily about them.  

Later (p38) Harry realized that Petunia, unlike Vernon, knew what it 
meant that LV was back - she was afraid.  Vernon had no clue what 
was going on.

I think it more likely that Petunia didn't want Vernon to think that 
she might be a freak too.  (Can you just imagine their private 
conversation later that night?)
