HOMORPHUS CHARM AND WEREWOLVES

I apologize in advance if this has previously been posted and beaten 
up by the group-however I was unable to find anything by doing 
searches.
In COS, there is a scene where Lockhart is using Harry to act out 
some of his infamous trials and tribulations.  In this particular one 
Harry plays a werewolf and Lockhart demonstrates how he performed 
the "immensely complex Homorphus Charm..." and the werewolf turned 
back into a man and another village was saved from monthly terror.
Although we know that Lockhart stole these stories and altered the 
memories of the actual people who did the work-my question is:  If 
the Homorphus Charm exists why can't it be performed on Lupin, so 
that he can be transformed back into a man and end his monthly 
transfigurations?
Thank you for any and all replies that can clear this mystery up for 
me.
