There's something in the Petunia lying theory - she did say her 
parents were really happy to have a witch in the family, and JKR did 
say once in an interview that Godric's Hollow, where Harry lived as a 
baby, was possibly significant (Well, she said the interviewer was 
the first to've noticed it, and smirked).
