I quite agree with you that Petunia is lying about her past and her parents, however, I am still not convinced that Lily was a pure blood. I feel that one of her parents was a witch/wizard and the other was a muggle. I believe that we also ended up with a witch and a muggle as sisters. Petunia is jealous of Lily, hence all the lies.
Just a thought, and I could be really off.
