OOP: Perseus Evans - Could this be Snape?/Petunia Evans/howler

I really love all this Perseus Evans stuff.  I can't figure who first 
came up with it though.  I'm new here and I guess I haven't yet 
figured out how to successfully trace back the posts.  Anyhow, I 
think that's a really interesting theory and I'm very impressed with 
it.  Now I wonder if I should start looking for anagrams with 
everyone else.  But, on to the reason for this reply:

  
Regarding Petunia and family, I've always thought there's a lot more 
to her hatred of Lily than Lily's magical abilities.  I'm guessing 
Lily and Petunia's parents were killed by LV or DEs.  Then Petunia 
would hate magic all the more because it got her parents killed.    
In addition to that, it's possible Petunia effectively estranged 
herself from her family because of her hatred/jealousy about magic 
and Lily.  Maybe Mark Evans is a relative and Petunia has been 
shunned by his parents for her treatment of Lily, or Petunia ignores 
them because of their support of Lily.  

Now, Dumbledore does state in PS/SS that the Dursleys are Harry's 
only family.  However, one person's definition of family can be very 
different from another's and perhaps Dumbledore was referring only to 
those relatives who would be closest, aunts, uncles, grandparents.  
So, that statement doesn't necessarily rule out other family.  
Anyhow, that's my two cents.  If Mark Evans is a relative, either 
Petunia pretends they don't exist or vice versa.

Oh, and I also wonder if that voice in the howler was Petunia's mom.  
Dumbledore indicates he did send the howler, but it could be someone 
else's voice, maybe preseved magically?  Maybe her last was a last 
wish for Petunia to look out for her family no matter what.  Or, 
maybe it is Dumbledore's voice altered to sound like her mother's 
voice.
