I thought that book was totally in character. Percy wants power, (but 
I don't think he wants power by any means). I also saw the book title 
as a bit forshadowing for Tom Riddle.

About Percy: I consider him a really interesting character (although 
I think he was written more one dimensional in OOTP, than in the 
other books), but I highly doubt he works undercover for Dumbledore. 
It would be a pretty nice twist, but I don't think working for 
Dumbledore means, that he has to sent the Weasley jumper back to 
Molly. I really think Fudge won't fire him, because he accepts a 
present from his mother.
