war is starting, Albus never imagined dementors would go to Little
Whinging (spelling?) and Petunia is downright scared. We also know
Muggle or not-they are capable of learning magic (Hermione is perfect
example) so do not rule out Petunia-she and Albus have some sort of
link and she may deman to learn magic.
RE: Hagrid-Definitely possible he'll get some training, but he's a
confirmed wizard.

wizard? He was never allowed to complete his training. His magic is
second rate and experimental he has now been cleared and will be
allowed to do magic-but I would recommend he "train up a bit first"
then he will become a better wizard and a "thumping good one, I
wager".
RE: Dudley- No letter. The owls would have kept coming, and coming,
and coming, and coming .....
<A.G.> I suspect that the reason the person JKR refers to
is "learning magic late in life" is because they did not go through
the regular course of recruiting, letters, replies, etc. I believe
the person will be "called forth" for training as a direct result of
a need by the order, or perhaps a threat to their life-don't rule out
ole Duddykins, yet. He would make a great Slytherin terrorizer.
RE: Narcissa - In the absence of statements to the contrary, we need
to assume in the magic world that everyone casts spells. Hermionie
is the EXCEPTION in the Muggle world - there is no need to mention
that a specific Muggle can't produce magic. In the Magic world,
there's no reason to mention that a certain person CAN produce magic.

the daffodil, Narcissa is related to the flower children of the Evans
family.
RE: Cornelius Fudge-He's the MOM. In the absence of other evidence,
he's a spell caster.
<A.G> True he is a caster, yet no one said JKR meant learn all magic
late in life-what if all she really meant was they would learn the
Dark Arts-late in life. I think Fudge is angry at the last year,
angry with Albus and would not put it past Voldemort to try and seize
the opportunity and convert.

RE: Gilderoy Lockhart - Confirmed wizard. Too many references in
CoS to mention.
<A.G.> Again, think about the way JKR works-she never indicated that
the one who learns magic may not already have been exposed to it.
Perhaps Lockhart will learn the CORRECT way to do everything he has
been doing wrong and at a very important time-save the day with the
right spell (Ha Ha).
RE: Umbridge - Confirmed witch. Lots of spells in OoP.
<A.G>- really-look back on that-there were not so many as you would
think? We do not know that it is she who charmed the quill to
engrave detention students hands; she was not one of the group who
stunned McGonnagal rushing to Hagrid's rescue; she relied on Snape to
make her Veratiserum; etc.
I give you that she did call out ropes to wrap around the centaur in
the forest, and she attempted to stun several, but she has definitely
been promoted in the MoM far beyond her abilities and for alternative
reasons-because she definitely is not a well qualified magical
entity. She really needs continuing education and recredentialing
more than anyone.

We all need to lose our hang-up that the usual status quo will govern
upcoming events in Book 6 and 7. There may not be a letter from
Hogwarts for many who will soon be training in DADA for our side. I
think we will start to see alll kinds of Wizards/witches in training,
magical creatures, Muggles in the know (like the Grangers) and non-
invitees (by letter) joinging forces, banding together and being
trained by some of the best and worst (because Voldemort will
recruit, too).out?

OOOh! Just a thought -the person who learns magic late in life is
named Richard, but his friends call him Dick. This way JKR can title
Book 6: Every Tom, Dick and Harry Duels
