She reminds me of nothing more than the people who claim acquaintance 
with celebs, pretending they are on a first name basis.  Fudge puts 
her into Hogwarts as he would any reliable tool, much as Crouch used 
Percy to write onerous reports.

I've said before, that without an epiphany, Percy could turn into 
Umbridge, remember how he prates "Mr. Crouch this, Mr. Crouch, that." 
Umbridge, being closer in age, calls Fudge Cornelius as if he is a 
peer, but the tone is the same.
