She is one on my most favorite characters in the book.
 Beautifully written and a character you LOVE to hate.
 However, she makes is quite known that she is a
supporter of Fudge and his ways, so unless Fudge
follows Voldemort, I don't possibly see how Umbridge
can be seen as a supporter of Voldemort and not the
ministry.  The things she does to Harry in book is to
undermine him and pull support for the MOm.
