The way I took the Fidelus charm is this:  Harry could have told 
Umbridge the location of the house.  She could have gone there her self, 
BUT she would not be able to find it.  If I remember, there was a 
passage in the book when someone says as long as the potters' secret 
keeper remained quiet, Voldmort could have looked in the window of their 
living room and not seen them eating dinner.  I would guess that 
Umbridge could even see OP memebers comming and going from the house and 
still not been able to figure out exctally where they were comming and 
going <i>from</i>
