Voldemort seemed to be doing more damage before he came back. Now all
he does is send dreams to a teenager. <<
Now me:
I thought about the lack of deaths after reading OOP, and the lack of
activity by the DE's. However, after a discussion with a christian
friend of mine, we thought LV's actions were inevitable.
1.He had already gone in guns blazing attempting to kill Harry
knowing only half the story. LV wants to get it right this time, no
mistakes.
2. As Echa mentioned, LV had Fudge doing his work for him. Harry and
DD were being discredited left, right and centre, so LV does nothing
obvious, works behind the scenes (note Lucius Malfoy at the Ministry
after Harry's trial), letting people who should be working together
destroy themselves. He very nearly succeeds.
3. One of the best ways for evil to flourish is for good people to do
nothing. With Fudge and the Daily Prophet denying LV's existence,
very little gets done, apart from work by the OOP. LV has a head
start sending envoys to the giants etc.
Now LV has been outed by the Ministry, I expect a few more deaths in
book 6, just hope it's not my favourite werewolf!
