So why is it that Lily and Hermione can do magic, but not Harry?

<Kira>  I think the law refers more to underage witches and wizards 
from muggle or half-muggle families, and that it may also involve the 
attitude of the parents or guardians.  Since the Weasleys and other 
full-blooded  kids grow up with magic, and have magical parents to 
supervise them, they are probablly allowed much more leeway.

<Now, ME, A.G.>  I suspect there is a flaw to that theory since 
Hermione comes from a Muggle family-and not only does she practice 
during holidays, but she arrives at Hogwarts awell underway in her 
training and also one of the most well read young witches-she already 
knows several spells so clearly she has practiced.
