Heh, I personally think it should be Aunt Petunia. She obviously 
harbours alot of resentment that her sister got so much attention for 
her magical powers, Aunt P. might feel a little vindicated by getting 
powers, or if she did get powers, maybe she'd start feeling more like 
Harry's "Aunt" as we heard from Dumbledor in OOtP that being around 
Petunia, who is Lily's sister, is one of the safest places for Harry 
to be when he can't be in Hogwarts.

Does this make sense? I think it would be great.
