You must be interpreting things quite differently than I do.  I was 
under the impression that Hagrid was *already* a wizard, which is why 
he was accepted as a student at Hogwarts in the first place.  He is 
also already quite capable of doing magic, as we all saw right away in 
SS when he gave Dudley a pig's tail.  Just because his wand was 
snapped does not mean his magical abilities were taken away from him.

Come to think of it, I really don't even know where JKR's comment 
about someone developing magic later in life can be found, but I 
always thought it meant that someone who could not do any magic at all 
found, as an adult, that she/he could.
