Hagrid is no longer illegal.  JKR said in interview that once he was 
cleared in COS he was free to do magic only problem was he did not 
know much and the magic he knew he was not always good with it.  (I 
have paraphrased this).  But, I agree, I would like to see Hagrid and 
even Grawpy learn some OWL and NEWT level magic.  A formidable giant 
and half-giant could be handy in coming war.
